Mr. Enos Katya Kule is a Lecturer in the Department of Rural Development and Agribusiness within the Faculty of Agriculture and Environment at Gulu University. He has accumulated more than ten years of professional experience spanning higher education, research, consultancy, local and international development. Prior to joining academia, he worked as an Agricultural Officer and later served as a coordinator under the National Agricultural Advisory Services (NAADS) program in Kyenjojo and Kyegegwa districts.
Mr. Kule is currently pursuing a PhD in Agricultural and Applied Biosciences (Agricultural Extension) at Gulu University. He holds a Master of Science in Agricultural Extension and Education from Makerere University, a Postgraduate Diploma in Project Planning and Management from Uganda Management Institute, and a Bachelor of Science in Agricultural Land Use and Management from Makerere University.
Over the course of his career, he has integrated academic scholarship with practical development work, serving as a lecturer, researcher, and consultant for a range of national and international organizations, including SNV, USAID/FHI 360, and the African Institute for Capacity Development, among others.
His professional and research engagements have focused on community engagement, agricultural extension and education, rural innovation, agricultural value chain development, gender equity, social inclusion, sustainable agriculture, and climate-smart farming systems. He has led and supported numerous research, outreach, and development initiatives in Uganda and beyond, working closely with smallholder farmers, women entrepreneurs, and young people. These efforts have promoted knowledge exchange among university students, farming communities, and academic institutions to enhance livelihoods, strengthen resilience, and expand economic opportunities.
Mr. Kule is particularly committed to advancing inclusive and sustainable agricultural development through farmer-centered extension approaches and participatory innovation systems. His work seeks to contribute to food security, rural transformation, and broad-based socio-economic development across Africa and beyond.

12. Institutional strengthening for inclusive and gender-sensitive development

Through his research, Mr. Kule aims to produce knowledge that supports evidence-based policy formulation, program design, and innovative interventions that enhance livelihoods, build community resilience, and foster inclusive participation in agricultural and rural development.
