Gulu University has promoted a total of 15 Academic staff from different faculties to the position of Senior Lecturers. The promoted staff received their appointment letters and were recognized in a ceremony on 15th July from the University New Library.
David Obol Otori, the Gulu University Secretary revealed that the promotion was a result of management request to government for supplementary funds for wages in the financial year 2023/2024, which were later granted in the financial year 2024/2025.
“In Financial Year 2023/2024, the University Management lobbied for supplementary funds for wage. We received a sum of 4.2billion, in the financial year 2024/2025 which enabled us to partly impalement promotions and recruitments,” the University Secretary reveals.

On 13th June 2025, the appointments board held a meeting to promote a total of 15 staff to senior lecturer. These went through a rigorous exercise, where applications for promotion to the positions of senior lecturer, associate professor, and professor were vetted and recommended by the vetting committee.
The function was graced by the Deputy Vice Chancellor Prof. David Okello Owiny, who represented the Vice Chancellor, Professor GeorgeLadaah Openjuru in the ceremony.

Prof. Okello Owiny congratulated the new senior lecturers on their promotions while acknowledging the occasion as a big achievement for the university and attributing the work to the Vice Chancellor.
“I encourage you to continue writing papers for your development and growth, said the DVC.
Additionally, he noted that most professors do not like collaborating on papers, especially those in the Arts field. However, he advised that collaboration is important for personal growth and widening the scope of knowledge.
Christine Immaculate Apio, the Chief HR said the vetting process was guided by the Gulu University Human Resource Manual, 2017, as amended in 2023, the policy on appointment and promotion of academic staff, 2011, and the National Council Guidelines.
She highlighted that a total of 33 applications were received for promotion to the different positions, namely, senior lecturer, associate professor, and professor.
“Since the vetting process of applicants for the position of senior lecturer had been concluded, having met the requirements, they were presented to the appointments board, which agreed to promote them,” Chief HR says.

The Policy on Appointment and Promotion of Academic Staff 2011provides for external review of the publications of applicants for promotions to the level of Associate Professor and Professor.
