Gulu University, which was opened in 2002, was established as a Public University under the Universities and Other Tertiary Institutions Act, 2001 though an Establishment Notice Instrument of 2003 N0. 31 on 25th day of June, 2003 (having been enacted by Parliament on the 14th of May 2003). The University was established as a Multi –Campus model with its Main Campus located in Gulu with other campuses in Kitgum and Hoima Districts.

In 2016, H.E the President of the Republic of Uganda directed the Ministry of Education and Sports to start a Constituent College of Agriculture of Gulu University in Karamoja. The Ministry of Education and Sports then tasked Gulu University Council to implement this directive. Council appointed a Task-Force which started working as a project in October 2017 to establish Gulu University Constituent College of Agriculture in Moroto District hereunder called Gulu University Constituent College-Moroto (GUCCM) Project under the following terms of references.

Duties & Responsibilities

1. The Chairperson shall be responsible for ensuring that the Task-Force operates and delivers on its key output of a constituent College. He/She shall be responsible for the academic, financial and general administration of the task-force. The Chairperson shall preside over all the task-Force. The Chairperson shall preside over the Task-Force meetings. He/She shall be the public relations officer of the Task- Force and shall represent the task force at all functions and meetings outside the Task-Force project area.

2. The Vice–Chairperson shall assist the Chairperson in the performance of his or her functions and in the absence of the Chairperson shall perform the functions of Chairperson.

3. The Secretary who shall be the Secretary to the Task-Force and shall accountable for all resources and assets of the Task-Force. He/She shall be in charge of general administration of the Task-Force.

4. The Academic Registrar shall be responsible for all the academic affairs of the Task-Force. In so doing he/she shall report to the Gulu University Academic Registrar. He/She liaise the Task-Force with the Uganda National Council for Higher Education on academic matters.
