Dr. Doreen Chemutai is a lecturer in the department of Public administration and management, scholar, gender specialist, researcher, and academic leader with over sixteen years of experience in teaching, research, community engagement, and institutional development. Holding a PhD in Gender Studies, she has dedicated her career to advancing gender equality, social inclusion, and institutional transformation. She has extensive expertise in gender mainstreaming, social policy analysis, governance, safeguarding, and research involving vulnerable and marginalized populations. Her work focuses on strengthening equitable, inclusive, and responsive institutions that promote social justice and sustainable development.
As the Coordinator for Gender Mainstreaming at Gulu University, Dr. Chemutai provides strategic leadership in integrating gender and social inclusion into university policies, programmes, and institutional practices. She played a central role in conducting the university’s gender audit, developing the Gender Equality Roadmap, and reviewing the Gender Policy, contributing significantly to a more equitable and responsive institutional environment. She also serves as the Gender and Safeguarding Lead for the TAGDev 2.0 Programme, where she promotes gender-responsive and safeguarding frameworks that strengthen participation, equity, and transformative change across African agricultural universities. Through collaborations between Gulu University and the Commonwealth of Learning, she advances inclusive education, capacity building, and knowledge-sharing.
Beyond academia, she has extensive experience in community development and social transformation, particularly in post-conflict Northern Uganda, where she monitored and evaluated government programmes aimed at promoting recovery, social inclusion, and resilience. She has also mentored numerous graduate and undergraduate students, supporting the development of future researchers and practitioners. Her work continues to shape policy, research, and institutional practice in Gulu University and Uganda.
