Okot David Pakono

Senior ICT Officer


Mr. Okot David Pakono is a Commonwealth and Windle International Scholar and Fellow with a Master’s in Wireless Networking (Glasgow Caledonian University, UK) and a Bachelor’s in Computer Science (Gulu University). He is currently pursuing a PhD in Business and Management, focusing on Information Systems Operation and Technology Management. With over 14 years in higher education, David specializes in ICT support, computer network design and management (Fault, Configuration, Accounting, Performance and Security), Integrated Library Systems (Koha) and Learning Management Systems (Moodle). At Gulu University, he has led ICT requirement specifications for major projects, including backbone connectivity, ADB HEST, Solar Hybrid Energy for the Network operation Center (NOC) and campus-wide LAN expansion. His professional and research interests center on: applications of ICTs in education, change management and project evaluation meant to improve teaching, learning and institutional growth. David aspires to establish himself as a thought leader in ICT management and use in education. – driving digital transformation, strengthening research and promoting sustainable development through effective management and use of ICTs.
