Loum Janan Arthur has an academic background in Mass Communication, a Major in Public Relations from Uganda Christian University Mukono. He has excellent Communication and Public Relations quality, a perfect documentation personality with accomplishments in international and national networking including Donor relations and government.

With over 14 years of experience in emergency humanitarian relief and development field work-based responses across the country, in managing among was the re-known Internally Displaced Persons operation; the 2013 South Sudanese Influx; the 2017 mass Congolese influx in South Western Uganda and ensuring the protection of Refugees in Yumbe-Bidi bidi settlement 2022. He has been a pillar in strengthening the Local government structures in dealing with international Humanitarian protection and coexistence of the Refugees and the Local community under the community-based engagement strategy.

With his protection background, he is very analytical decision maker while dealing with administrative judgment with qualities of looking beyond self and very motivating.

I have been able to make analytical decisions in dealing with emergency situations and I have been key in handling emergencies. I have played a key role in the South Sudanese emergency to ensure the Refugees are protected.
