Clement Claire Lutaaya

University Librarian


Dr. Clement Claire Lutaaya is the University Librarian of Gulu University effective of 1st September 2025. She is a professional Librarian and Researcher with passion for academic research in Universities. I hold a PhD in Information Studies from University of Kwa-Zulu Natal, South Africa; a Master of Science in Information Science and a Bachelor of Library and Information Science from Makerere University.
Dr. Lutaaya started her career as an Assistant Librarian in 2001 at Ndejje University where she progressed to the ranks of Librarian, Senior Librarian, Deputy University Librarian and University Librarian in 2018, the rank she held till 2021. In 2021, she joined Makerere University as a Lecturer and was promoted to the rank of Senior Lecturer in 2025 till August 2025 when she left for Gulu University.
During her service at Makerere University, she served as Head of Department of Library and Information Science, chaired higher degrees committee, as an examiner, she supervised graduate students and researches. She took trainings in LIS/RAM Teaching staff pedagogical re-orientation, Graduate Supervision, research writing in the Sciences Author Aid INASP 2020 and Monitoring and Evaluation of Electronic Resources Usage (MEERU) among others. She has been a Member of Curriculum Review Development Team and Quality assurance EASLIS.
She is also a professional member of Uganda Library and Information Association (ULIA), International Federation of Library Association (IFLA), Association for Information and Technology, International Association for Social Science Information services and Technology (Africa Chapter)
