PREAMBLE
Gulu University (GU), established in 2003 as one of the Public Universities in Uganda has proved to be one of the outstanding Universities in the provision of learning, teaching, research as well as community engagement programmes and strategies that have demonstrated the values of its contributions in Uganda’s higher education sector.

The University offers a number of key and critical academic, skilling programmes that are in line with National and International development needs. The University’s Strategic Plan of 2020/21 –
2024/25 defines the systematic direction of the growth of Gulu University which is premised in its motto “For Community Transformation”. In order to realize this strategic direction (strategic objectives 1, 2, and 3 under 3.7.4.4 of the Strategic Plan), the University is steadily expanding its ICT resources and services.

Gulu University continues to provide its staff, students, researchers and stakeholders, several ICT services in light of the overall goal of streamlining effective and efficient service delivery to her clients.

In order to provide quality ICT services capable of enabling quality teaching, learning and research, Bandwidth shall be the core of ICT infrastructure and DICTS shall continuously lobby for timely upgrades of sufficient bandwidth to meet the ever increasing demands of internet access for the University operations.

This policy is a guide on how the University shall operationalize and ensure the responsible and optimum use of its ICT capacity meeting operational excellence in consideration of consistent, fair and controlled use and adoption of ICT technologies.

The policy shall be implemented to serve the University staff, students, researchers, collaborators and visitors through the existing University governance structure with Gulu University Directorate of ICT Services as the key functional and technical unit of the University.

We all have an obligation to the University to comply with this Policy.
