Eng. Daniel, after reviewing the current Gulu University website and benchmarking against Makerere University DICTS, I would recommend creating a dedicated subdomain: dicts.gu.ac.ug instead of keeping DICTS buried under Administrative Offices. DICTS is a service-oriented directorate and should function like a technology service center for staff, students, researchers, and external partners.
