Mr Obol David Otori, University Secretary
Mr Obol David Otori is the Gulu University Secretary, he worked previously with African Humanitarian Action 2005, before joining the Ministry of Health as an administrator where he worked in Arua, Fort portal, Soroti, and Mbale Regional Referral hospitals from 2006 to 2011. In 2011 he joined Uganda Law Reform Commission as Undersecretary where he worked until September 2020 when he joined as the University Secretary.
Mr Obol holds a Masters of Business Administration of Mastritch School of Management/Esami,a Bachelor degree of Arts in Social Administration of Makerere University and Post graduate diploma in Health service management Makerere University, Administrative officer Law Course LDC Makerere and number of other Certificates.

Mr Obalim Christopher, Deputy University Secretary
Mr Obalim Christopher is the current deputy University Secretary of Gulu University. Before Joining Gulu University in 2016, he had served a long-term educational career in the capacity of District Education Officer in Lamwo district from 2010 to 2016 having taught in various schools in the country.
He holds a Masters of Educational planning management and Administration of Gulu University, Bachelor of Science with Education of Makerere University, post graduate Diploma in public Administration of Uganda Management Institute, certificate in Administrative Law of Uganda Law Development Centre
As Deputy University Secretary, Mr Obalim is the head of central administration in the University among other duties and responsibilities.

- Responsible for the general administration of the university (including the administration of funds and other assets)
- Secretary to Council and its Committees
- Accounting Officer of the University
- Holds custody of the university seal
- Performance management of the university staff
- Providing legal advice to the university
- Procurement, Management and custody of university assets
- Recruitment, retention and promotion of staff
- Staff development/ career development (training and skills enhancement)
- Responsible for the university strategic plans, policies and operating procedures
